Abstract

The rapid evolution of modern technology has made social media an indispensable part of contemporary life, transforming the world into a global village. While it serves as a powerful tool for education, commerce, and social connection, its unregulated usage has triggered severe societal crises, including misinformation, hate speech, cybercrimes, and psychological challenges. Mitigating these issues requires systematic education on constructive social media usage—a fundamental responsibility of the state. Islam provides universal principles capable of addressing the challenges of every era. The Seerah (biographical legacy) of Prophet Muhammad (ﷺ) serves as the ultimate model for modern socio-technological governance, demonstrating that a successful state must prioritize the moral training (Tarbiyah) and ethical development of its citizens. This research analyzes the responsibilities of the state in fostering productive digital literacy, drawing directly from Prophetic principles. Adopting an analytical approach, the study proposes pragmatic, actionable policy frameworks. The paper is structured around four key themes like: 1. The definition, types, and impacts of social media. 2. Parameters of constructive social media usage in light of the Seerah (ﷺ). 3. State responsibilities in digital governance guided by Prophetic ideals.  & 4. Actionable conclusions and policy recommendations. Ultimately, this study offers a blueprint for state institutions to cultivate a morally responsible and digitally literate society.
